In accordance with the Soil and Groundwater Remediation Act in Taiwan, the responsible person who causes the contamination or ignores the contamination is mandated to carry out the remediation. However, the responsible person of some sites are unknown, and considering the huge amount of funds required for remediation, even if the related parties of polluted sites are willing to carry out remediation. It finally increases the difficulty of site remediation. To accelerate the remediation, policy maker is trying to set up a financial assistance instrument to help related parties to obtain financing for the remediation of contaminated sites from banks. In this project, our team will do research on the credit guarantee, which is one of the ongoing instruments that have been used by other environmental protection policy, whether it can be legally applied to the soil and groundwater contamination remediation and the proper application procedure. The following tasks have been completed during this project: I. Plan the process of applying for loans under the credit guarantee system and assist in the legalization procedures. II. Design the content of credit guarantee application manual. III. Screen out potential sites that qualify for credit guarantee application and scenario simulation. IV. Complete the screening of contaminated sites, on-site interviews and counseling. V. Analyze Soil and Groundwater Contamination Remediation Fund income and related economic indicators. VI. Feasibility study report on the use of real estate trusts for soil and groundwater pollution remediation. VII. Conduct administrative coordination tasks such as organizing expert consultation meetings and individual interviews.
